you have to have your own hosting account for that… if not install xampp on your pc and do it for free

Is it true the more visitors you get the more space you will need and more bandwidth or something?

you should get it from the host of your website for example mine is 000webhost and once you log in you click on your account and it pops up with cpanel

You sign up for hosting, Try googling Free Cpanel hosting. And you sign up for that, and you get cpanel.
